Our team has conducted site visits with 18 clinics, interviews with 100+ PrEP providers, and analyzed 20+ program models across the country.

Translational Frameworks

We developed a practice-focused framework for understanding the “layered nature” of HIV implementation strategies — emphasizing different implementation “targets” (organization, providers, recipients), “outcomes” (attitudes, capacity, behavior), “strategies” (education and training, resources, incentives), and “actors” (policy-makers, clinic leadership). This framework is designed to help front-line implementers choose strategies that will best achieve their short- and long-term goals.

We created a taxonomy of 50 PrEP implementation strategies employed by HIV prevention programs across the country — based on the three layers described above. We detail 8 organization-focused strategies, 8 provider-focused strategies, and 34 recipient-focused strategies that clinics can adapt to their particular setting. We adapted the Stages of Implementation Completion (SIC) tool to create a PrEP Planning Roadmap for use by agencies developing or expanding PrEP Programs. This tool moves through the eight stages of implementation — from engagement (initial program development) to sustainment (delivery of PrEP fully embedded in clinic processes) — and provides specific activity checklists linked to each stage.
